If we return error anywhere in this function will the caller take
care of cleaning up?
i.e. icssg_class_disable(), stopping any started cores, icss_iep_exit?
You can't rely on prueth_emac_common_stop() as all cores might not
have started and iep_init may not have been called.
But you can if you check and call only if required.
e.g. fw_running flag can be used to track if cores were started.
