So, it should be marked as required for those SoCs that use it and set
to false for the SoCs that don't.

Is it some new clock that hasn't been used on the previous platforms? Is
it actually supplying the PHY rather than the controller (note the
CLKREF clocks on SM8550 / SM8650.
