Something like `PLIC_QUIRK_CLAIM_REGISTER_ERRATA`? Or
`PLIC_QUIRK_CP100_CLAIM_REGISTER`? Or
`PLIC_QUIRK_MULTIPLE_PENDING_CLAIM`? I guess the trouble is that they
get pretty long pretty quick. Hard to summarize the issue concisely.
