perf/x86/intel/uncore: Add uncore PMU support for Wildcat Lake

WildcatLake (WCL) is a variant of PantherLake (PTL) and shares the same
uncore PMU features with PTL. Therefore, directly reuse Pantherlake's
uncore PMU enabling code for WildcatLake.
