Clamping value, calling cppc_set_min_perf(), setting
cpu_data->perf_ctrls.min_perf. These things can be accomplished with three
or four more lines of code here. I don't think
cppc_cpufreq_set_mperf_limit() is necessary. Same as in store_max_perf().
