I am unable to reproduce this problem.

Can you elaborate on what you mean by "not linked up"? I couldn't
reproduce this on an unconnected interface.

I would also appreciate more information on this in general - full
kernel logs, hardware information (which board, what you were doing with
cables, etc...)
