The main purpose of this patch is to move the xdp-related logic out of
fec_enet_create_page_pool(), so there is no need to use two patches
to solve such a trivial matter.

It's fine to put it in the original position, the only reason is that I want
the order to be reversed from that in fec_enet_alloc_rxq_buffers().
