Subject: [PATCH] MAINTAINERS: Add maintainers for ARM/REALTEK ARCHITECTURE

Add James Tai and Yu-Chun Lin as co-maintainers for Realtek SoC support.

While Andreas has done a great job maintaining this in the past,
having maintainers directly from the Realtek allows for better access to
hardware documentation and internal resources. This will help ensure better
support, quicker responses, and continuous updates for the architecture.
