Subject: [PATCH bpf-next] bpf: add bpf_xdp_output() helper

Introduce new helper that reuses existing xdp perf_event output
implementation, but can be called from raw_tracepoint programs
that receive 'struct xdp_buff *' as a tracepoint argument.
