Subject: [PATCH 18/37] docs: networking: device drivers: convert davicom/dm9000.txt to ReST

- add SPDX header;
- add a document title;
- mark lists as such;
- mark tables as such;
- mark code blocks and literals as such;
- use the right horizontal tag markup;
- adjust identation, whitespaces and blank lines where needed;
- add to networking/index.rst.
