Subject: [PATCH 11/14] bpf: Set __GFP_ACCOUNT at the callsite of bpf_prog_alloc
Instead of setting __GFP_ACCOUNT inside bpf_prog_alloc(), let's set it
at the callsite. No functional change.
It is a preparation for followup patch.
