Subject: [PATCH net-next] rtnetlink: advertise allmulti counter

Like what was done with IFLA_PROMISCUITY, add IFLA_ALLMULTI to advertise
the allmulti counter.
The flag IFF_ALLMULTI is advertised only if it was directly set by a
userland app.
