Thanks. Yes, that explains. Would you mind adding a comment to that
effect. Sommething like

    /* for such sockets, transport hlen is zero and icmp_hdr incorrect */
    if (sk->sk_type == SOCK_RAW && !inet_sk(sk)->hdrincl)
