Subject: [PATCH net-next 2/6] mlx4: convert to ndo_hwtstamp API
Convert driver to use .ndo_hwtstamp_get()/.ndo_hwtstamp_set() callbacks.
mlx4_en_ioctl() becomes empty, remove it.
