Subject: [PATCH net-next 1/6] octeontx2: convert to ndo_hwtstamp API

Convert driver to use .ndo_hwtstamp_get()/.ndo_hwtstamp_set() callbacks.
otx2_ioctl() becomes empty, remove it.
