This patch contains the following possible cleanups:
- remove dead #ifdef EXPORT_SYMTAB code
- no "inline" functions in C files - gcc knows best whether or not to
inline static functions
- move the vioc_ethtool_ops prototype to a header file
- make needlessly global code static
- #if 0 unused code
- vioc_irq.c: remove the unused vioc_driver_lock
