CONFIG_FS_ENCRYPTION && CONFIG_UNICODE.
OTOH, /sys/fs/f2fs/$dis/feature_list/encrypted_casefold is on by
on-disk features: F2FS_FEATURE_ENCRYPT and F2FS_FEATURE_CASEFOLD.
