Subject: [PATCH v2] drm/pl111: Actually fix CONFIG_VEXPRESS_CONFIG depends

VEXPRESS_CONFIG needs to either be missing, built-in, or modular when
pl111 is modular. Update the Kconfig to reflect the need.
